PROBLEM TO BE SOLVED: To provide a rainwater permeation preventive device for an underground tank reservoir which prevents rainwater from entering the inside of a protector and is easy to construct, and the underground tank reservoir. SOLUTION: The underground tank reservoir 50 comprises an underground tank 11 surrounded by dry sand 51 and an enclosure 52 made of reinforced concrete, and the bottomed cylindrical protector 16 provided at the upper end. The reservoir 50 is equipped with a storm sewage discharging device including an inner cylinder 22 and an outer cylinder 24a surrounding the upper opening of the protector 16, a spacer plate 23 forming a gap 32 between the cylinders 22 and 24a, protector lids 28 and 29 for closing the upper opening of the inner cylinder 22, a manhole lid receptacle frame 33 and manhole lids 34 and 35. Further, the gap 32 located between the lower ends of the cylinders 22 and 24a is closed by a lower peripheral flange 53, and a storm sewage discharging pipe 55 extending outside of the enclosure 52 is provided on the external surface of the lower end of the outer cylinder 24a.
