PROBLEM TO BE SOLVED: To provide a fluorine compound and a water-repelling agent which exhibit each excellent water repellency over a long period and are each soluble in a lower alcohol or a hydrocarbon solvent having low toxicity. SOLUTION: The fluorine compound is represented by the general formula: R<SP>1</SP>CH(COOR<SP>2</SP>)CH<SB>2</SB>COOR<SP>3</SP>(wherein R<SP>1</SP>is an aliphatic alkyl group, an aliphatic alkenyl group or hydrogen; R<SP>2</SP>and R<SP>3</SP>are each a fluoroalkyl group, a fluoroalkenyl group, a fluoropolyether group or hydrogen).
