PROBLEM TO BE SOLVED: To provide a fluorine compound and a water-repelling agent which each exhibit excellent water repellency over a long period and are each soluble in a lower alcohol or a hydrocarbon solvent having low toxicity. SOLUTION: The fluorine compound is represented by the general formula: R<SP>1</SP>CHä(CH<SB>2</SB>)<SB>1-a</SB>COOR<SP>2</SP>}(CH<SB>2</SB>)<SB>a</SB>COOR<SB>f</SB>-OCO(CH<SB>2</SB>)<SB>b</SB>CHä(CH<SB>2</SB>)<SB>1-b</SB>COOR<SP>2</SP>}R<SP>1</SP>(wherein R<SP>1</SP>is an aliphatic alkyl group, an aliphatic alkenyl group or hydrogen; R<SP>2</SP>is a fluoroalkyl group, a fluoroalkenyl group or hydrogen; R<SB>f</SB>is a perfluoropolyether group; a and b are each 1 or 0).
