A fabric surface fastener having no resin film formed on the surface of the ear part thereof and having a clear shape of the ear part and a method and a device for efficiently forming the ear part of the surface fastener, the fabric surface fastener wherein a linearly extending ear part (11c) is formed along both lateral side edge parts of the surface fastener (11); the method of forming the ear part of the surface fastener comprising the step of linearly shearing a part of an engagement element (11b) substantially on the same plane as the surface of a base material and in the longitudinal direction of the surface fastener by the rotation of a disk rotating cutter (17), wherein the component fibers of the engagement element (11b) projected into the upper space of the ear part (11c) are not substantially present on a boundary line between the ear part (11c) and the non-shearing area of the engagement element (11b).
