PURPOSE: A hinge device in a portable phone is provided to insert a spring member counteracting the elastic stability of an on-off torque generating spring member between a shaft formed in a single unit with a rotary cam and a shaft formed in a single unit with a round trip cam and to minimize an impact generated at a hinge connection part and the portable phone body, due to sequential speed reduction when the cover of the portable phone is opened or closed. CONSTITUTION: A hinge device in a portable phone comprises an on-off hinge and an empty rotation hinge, respectively inserted into two hollow parts in the hinge arm of a portable phone cover. The on-off hinge comprises a housing(14), a rotary cam(11), and a round trip cam(13). An aperture part(14a) and a closed end wall(14b) are respectively formed at both end parts of the housing(14). A driving rotary shaft element(12), protruded through the aperture part(14a), is formed with the rotary cam(11) in a single unit. The round trip cam(13) makes a reciprocating motion in the housing(14) while interacting with the rotary cam(11).
