PURPOSE: A radiating cover for protecting a vehicle against snow and rain is provided to start an engine actively in winter by melting and removing snow and defrosting the window of the vehicle with heat of a hot wire. CONSTITUTION: A radiating cover comprises an attachment(1) for mounting and separating the cover to a front bumper of a vehicle with air compression rubber; hot wires(2) melting snow on the surface of the cover and removing snow by flowing water down; a vertical attaching and detaching portion(3); an electric charge or solar heat storage battery; a switch(5) turning on and off electricity to the hot wires; a cover port inputting and outputting the cover and cleaning the surface of the cover by a brush; a body(7) rolling the cover by a motor and attaching to the rear bumper by the air compression rubber; and grooves for flowing snow, rain and moisture down. Starting is performed efficiently by melting snow and defrosting the window in winter.
