PURPOSE: A computer controller is provided to enable a parent to efficiently manage the computer use of their child by operating the computer controller without depending on a driving program of the computer. CONSTITUTION: A master chip(19) stores the master data in an internal memory. A user chip(20) stores the user data in the internal memory. A chip inserting part(22) accepts the master chip or the user chip. A memory(30) stores the chip data for the master chip and the user chip, and the setting time. A key input part(26) receives the operation power from a monitor cable if the computer is turned on, and receives the setting time if the master chip is inserted into the chip inserting part. A micro controller(24) outputs a control signal by comparing the setting time if a user is an approved user by comparing the chip data stored in the memory with the chip data stored in the user chip inserted into the chip inserting part. A switch(18) intercepts a vertical and a horizontal synchronizing signal transmitted to a monitor(10) from a video card(12) if the control signal output from the micro controller is an intercepting signal over the user time.
