Cellulose carbamate is manufactured by absorbing auxiliary agent and urea into cellulose, and reacting cellulose and urea in a mixture containing cellulose, liquid, the auxiliary agent and urea. The mixture has a liquid content of less than 40, preferably less than 22%.
