PROBLEM TO BE SOLVED: To improve the service by means of performance in collaboration with the operation management of a transportation machine and the line management of mobile communication. SOLUTION: An information transmission means is provided between an operation management part that performs the operation management of a transportation machine and a line management part that performs the line control of mobile communication to intercommunicate the predicted operation information of the transportation machine from the operation management part with the predicted operation information of a mobile communication user expected to use the transportation machine from the line management part to perform both operations in cooperation.
