PROBLEM TO BE SOLVED: To provide a step measuring device and a step measuring method capable of measuring the step highly accurately with a simple constitution. SOLUTION: In this step measuring device 10, a video camera 16 for the step photographs an image including feet F of a subject S running on a running surface 102 of a treadmill 100, and a computer 18 acquires the landing position of the front leg on each field relative to the (n-1)-th step and the n-th step landed successively on the running surface 102 based on the photographed image, calculates the landing position of the hind leg to the landing position of the front leg at the n-th step based on a time change of the landing position of the front leg on each field at the (n-1)-th step, and calculates the relative distance between the landing position of the front leg at the n-th step and the landing position of the hind leg as the step. Hereby, the step can be measured highly accurately with the simple constitution without using sensors or the like for measuring a driving speed of a belt 110 of the treadmill 100 or detecting landing of the feet F on the running face 102.
