PROBLEM TO BE SOLVED: To provide an ice thermal storage type water cooling machine for efficiently generating ice without reducing the generation speed of ice. SOLUTION: The outer side of an outer pipe 6 in a cooler 3 comprising a double tube being arranged in a water-cooling tank 1 is directly brought into contact with water in the water-cooling tank 1, and water in the water-cooling tank 1 is circulated to an inner pipe 5 in the cooler 3 by a pump 4. A refrigerant supplied from a refrigerator 2 is circulated to the outer pipe 6 to generate ice at the inside of the inner pipe 5 and the outer side of the outer pipe 6, and a monitoring means 30 for monitoring the flow rate of water flowing through the inner pipe 5 is provided. When the flow rate of water flowing through the inner pipe 5 is reduced by ice that is generated in the inner pipe 5 or the monitoring means 30 detects the stop of the flow, high-temperature high-pressure refrigerant stream compressed by a compressor 20 in the refrigerator 2 is supplied into the outer pipe 6 for a specific amount of time to melt ice being generated in the inner pipe 5 and on the outer side of the outer pipe 6.
