PROBLEM TO BE SOLVED: To eliminate dispersion in a flow control operation due to fastening states of a union by dispensing with the installation of a lateral hole to the union. SOLUTION: A partition wall 4 serving a valve seat by seating a spool head part 3a and providing a prescribed clearance formed toward an inflow opening end 2a of the union 2 is provided between the inflow opening end 2a of the union 2 opened in an oil introducing chamber 5 and the spool head part 3a. When the amount of the operating fluid to the oil introducing chamber exceeds a prescribed value, the spool 3 slides in the direction of separating from the partition wall 4 so that the excess operating fluid circulates to a bypass hole 1b via a communication hole 4a.
