PROBLEM TO BE SOLVED: To obtain a hair cosmetic composition which can obtain a sufficient hair-dyeing force and a sufficient hair-bleaching force and can obtain sufficient storage stability. SOLUTION: This hair cosmetic composition which comprises the first agent comprising an alkanolamine, an oily component, a surfactant, at least one of water and water-soluble solvents and a dye, and the second agent comprising an oxidizing agent and water, is characterized in that the first agent is a water-in-oil type solubilized product or a water-soluble solvent-in-oil type solubilized product and that the first agent is mixed with the second agent to form the oil-in-water type emulsion. The second agent is preferably an aqueous solution, and the second agent preferably further contains a thickener. The first agent and the second agent of the hair cosmetic composition are mixed with each other when used, and used as an oxidation hair dye. Or, the first agent and the second agent of the hair cosmetic composition are mixed with each other when used, and used as a hair-bleaching agent. COPYRIGHT: (C)2004,JPO
