PROBLEM TO BE SOLVED: To provide an offset printer having a coated image forming member to be used jointly with a phase change ink. SOLUTION: The offset printer 1 has a base material, an optional intermediate layer, a coated image forming member 3 including an outer layer covering the intermediate layer with a halo elastomer having a pendant chain covalently bonding to the skeletal structure of a halo elastomer and an optional heating member 13 incidental to the offset printing device 1.
