PROBLEM TO BE SOLVED: To improve security by preventing improper accesses without lowering a data transfer rate even in a communication terminal device whose CPU has only small capacity. SOLUTION: A first authenticating means 12 for authenticating user specification information transmitted from the communication terminal device 2, generating first key information on the basis of the user specification information and transmitting the first key information to the communication terminal device 2 from a server device 1, a second authenticating means 12 for authenticating the first key information transmitted from the communication terminal device 2, generating second key information for accessing data on the basis of the first key information and transmitting the second key information to the communication terminal device 2 from the server device 1, and an access permitting means 13 for permitting an access based on the second key information from the communication terminal device 2 to the server device 1 only within a predetermined period of time are provided.
