PROBLEM TO BE SOLVED: To communicate with outside subscribers from an in-plant telephone system at a low cost or free of charge, using a mobile station. SOLUTION: The communication system comprises one or a plurality of in-house telephone systems 11 accommodating mobile stations 21 and a converting means 12 connected to an IP network 2 for sending IP packets for converting telephone signals from the mobile station 21 in the telephone system 11 to IP packets to output them to the network 2, and for converting IP packets from the network 2 to telephone signals, to output them to the system 11.
