PROBLEM TO BE SOLVED: To provide an image processor and an image processing method in which compression can be carried out with further appropriate compression control parameters depending on an image and a high quality image can be formed by preventing the lowering of performance. SOLUTION: The image processor can be connected with a scanner section 5 for inputting image data, and a client computer 1 designating image data processing. A device controller 3 compresses inputted image data with a first compression rate, determines a second compression rate based on the first compression rate when the first compression rate is inappropriate and then expands the image data compressed with the first compression rate. On the other hand, a PDL controller 2 compresses the expanded image data with the second compression rate and delivers the compressed image data to the client computer 1 through a network interface section 6.
