PROBLEM TO BE SOLVED: To provide a character string extraction apparatus in which a character string is extracted from a complicated image, a character color is not erroneously recognized, and a narrow line segment is not missed. SOLUTION: Link components of an input image are found and divided into groups based upon similarity of their relative positions and thickness, a character recognition degree of each group is found by performing character recognizing processing, and the total sum of the results weighted by areas of rectangular regions is defined as an evaluation value of the group. Then, the evaluation value is found with respect to the combination of all groups, and the combination of the groups whose evaluation value of the combination is highest is extracted as a character string.
