PROBLEM TO BE SOLVED: To provide a system and a method for controlling whether or not a certain Internet site may be accessed when a user uses a computer. SOLUTION: A personal computer having a local rating cache, a cache refresher, a local rating interpreter and a permission-block list is used, when the user of the computer attempts an access to the Internet site to be referred by a specified uniform resource locator (URL), whether or not the URL is referred by the permission-block list is determined and when the URL is referred, the access to the site to be referred to the URL is permitted or prohibited according to reference.
