PROBLEM TO BE SOLVED: To estimate a bottle neck without need for getting the access right to all nodes, for using the function of a node for measurement, or transmitting a packet for measurement. SOLUTION: Topology information, routing information and quality information of a network is acquired for performing passive measurement and a bottle neck is estimated by combining them. More specifically, signals in the network are incorpporated into an estimator, topology information and route information in the information of the flowing packets is read out from the signals thus incorporated in or a trace route, and then end to end throughput, the packet loss and delay are calculated for each TCP cession.
