PROBLEM TO BE SOLVED: To provide a fiber grating manufacturing device in simple constitution which apodizes the refractive index modulation pattern of a grating so as to have various function shapes with one apodizing mask. SOLUTION: The fiber grating manufacturing device is provided with a fiber holding part, a light source for emitting grating write light, the apodizing mask 14, and a moving means for moving the apodizing mask 14 in a prescribed direction other than the extending direction of an optical fiber F. The apodizing mask 14 is provided with an opening part 14a for apodization formed so as to gradually increase an exposed fiber length by the grating write light from the light source from the center to both sides accompanying its movement.
