PROBLEM TO BE SOLVED: To provide a vector magnetic measurement device for accurately measuring magnetic characteristics under an actual use environment (magnetic flux does not exceed 2.0 T) of a magnetic material, and to provide a measuring method. SOLUTION: The vector magnetic measurement device for exciting the magnetic material with a two-directional excitation coil and measuring magnetic flux density (B) and magnetic field intensity (H), applies a pulse-like voltage of any one of 0V, +E0V and -E0V across the terminals of the excitation coil.
