<P>PROBLEM TO BE SOLVED: To provide an end member and a water retention plate and to provide a method for forming a flowerbed with the water retention plate at a low cost according to the width of a rooftop and preference through freely selecting the required number of the lightweight end members and setting up the members to a free size and shape. <P>SOLUTION: This end member 2 has as the raw material a PS resin foam, almost L-shape from the view of a side section, and seizing parts 2c comprising either projecting rows, recessed rows, projections or inclined faces on an area along the end surface of the bottom board or in the vicinity of the area. The water retention plate 4 has as the raw material a PS resin foam, to-be-seized parts 4b corresponding to the seizing parts 2c of the end member 2 on the side and a plurality of water retention holes 4c and drainage pores 4e on the surface.
