PROBLEM TO BE SOLVED: To provide a development device which prevents foreign substances such as deteriorated toner and paper powder contained in recycle toner being used from soiling the base of a latent image carrier. SOLUTION: The development device comprises: a development sleeve 4A which is situated opposite the latent image carrier 2 and brings the developer into contact with an electrostatic latent image on the latent image carrier 2 while carrying the developer on the surface thereof; a member 11 which is situated opposite the development sleeve 4A and regulates the layer thickness of the developer carried on the surface of the development sleeve 4A; and a guide member 10 having a guide plate 10A formed in order to guide the developer with the layer thickness regulated toward the surface of the latent image carrier 2.
