PROBLEM TO BE SOLVED: To prevent the occurrence of interference of an engaging piece and an engaging part even if locking operation or unlocking operation is in a halfway state. SOLUTION: The engaging piece 39 is arranged on a shutter member 6, advances, retracts, and swings freely with respect to the end part 6a of the shutter member 6, and is engaged with the engaging part 8 of a guide rail 7 when it advances from an end fringe of the shutter member 6. The engaging piece 39 advances and retracts by rotation operation by a duplicate key in a lock part 11 of the shutter member 6. During locking and unlocking in the rotation operation by the duplicate key in the lock part 11, the engaging piece 39 is always energized by an unlocking spring 34 in the direction in which it retracts to prevent the engaging piece 39 from advancing from the end part 6a of the shutter member 6.
