PROBLEM TO BE SOLVED: To obtain a calcium silicate hydrate which keeps a strength property as a building material and simultaneously satisfies water repellency, resistance to water permeability, and freeze-damage resistance without increasing a manufacturing process. SOLUTION: In an IR spectrum obtained by diffuse reflectance spectroscopy, the equation I(OH)/I(CSH) <0.31 is satisfied, wherein I(OH) and I(CSH) are the maximum absorbances of absorption peaks at wavenumbers of 3,000-3,650 cm<SP>-1</SP>and 925-1,025 cm<SP>-1</SP>, respectively.
