PROBLEM TO BE SOLVED: To provide a working device and a working method suitable for performing cladding by welding on an inner surface of a bottom part having a shape swollen downward of a tower vessel. SOLUTION: This cladding-by-welding device for performing cladding by welding on an inner surface of a bottom part 3 of a tower vessel comprises a reference rail 21 stretched in an extending manner in the circumferential direction along the inner surface of the bottom part 3, a traveling truck 19 traveling along the reference rail 21, and a welding machine 31 fitted to the traveling truck 19, and successively performs cladding by welding on the inner surface of the bottom part 3 in the circumferential direction thereof by the welding machine 31 while operating the traveling truck 19. Cladding by welding is correctly performed on the inner surface in the circumferential direction by the welding machine 31 though the inner surface of the bottom part 3 is recessed, and the wall thickness can be excellently corrected by the cladding by welding on a part of reduced thickness of the inner surface of the bottom part 3 by the cladding by welding of high quality.
