PROBLEM TO BE SOLVED: To provide a manufacturing method and a manufacturing device of a secondary cell having excellent dimensional accuracy and appearance, preventing undesirable deformation generated when being formed into a concave shape by a pressing operation, and performing smooth suction conveyance with a suction pad. SOLUTION: Ribs 1e, 1f are formed at the edge in the longitudinal direction of a sheet member 1 by press work when forming a sack-shaped container 2 housing an electrode member 8 by applying plastic work and folding work to the sheet member 1. As the sheet member is restrained from deformation and a flat part is secured by forming the ribs 1e, 1f when forming a concave 1a for housing the electrode member 8, suction conveyance using the suction pad 4, and the bending work can be carried out in a favorable state afterward, and the secondary cell having high quality is manufactured with high efficiency.
