PROBLEM TO BE SOLVED: To provide a data collecting device in a system capable of collecting diagnostic data in a short period of time from a communication terminal device, and to provide a communication terminal device. SOLUTION: The data collecting device 1 calls the communication terminal device 2 from a communication unit 12 via a line network 3, and receives the diagnostic data transferred from the device 2. At this time, the device 2 judges the data amount of the diagnostic data 25, and determines to transmit the data in a non-standard procedure when the data amount is small, and to transmit the data as image information when the data amount is large. The determined transmission method is transmitted to the device 1, and the diagnostic data are transmitted according to the transmission method. Using the image data enables high-speed transmission. Although the non-standard procedure has a low transmission speed, prescribed procedures such as modem training which are required in transmitting the data as the image information are not necessary, and thus the communication speed can be reduced.
