PROBLEM TO BE SOLVED: To suppress drum contamination even in a high-temperature/high-humidity environment, to make variation in total resistance value small, and to improve print quality. SOLUTION: Provided are an image carrier and a belt which is arranged movably in contact with the image carrier. Then, the water absorptivity of the belt is set below 1.4 %. In this case, drum contamination can be suppressed because of the≤1.4 % absorptivity even when the image carrier and belt are left in direct contact with each other in the high-temperature/high-humidity environment to make the variance in total resistance value small.
