PROBLEM TO BE SOLVED: To precisely and quickly measure a three-dimensional position of a structure in a power plant. SOLUTION: Four or more of time information transmitters 3 of which the coordinate positions are known are arranged in each space partitioned by the structure for shielding a radio wave. Two time information receivers 4 for receiving a signal from the transmitters and having time information are arranged in both end parts of a fixing means 6. A laser distance measuring instrument 5 is arranged between the receivers of the fixing means. The fixing means is mounted on a movable means 8b.
