PROBLEM TO BE SOLVED: To provide a highly precise speed control device for a hydraulic drive vehicle producing less hunting by obtaining a volume of a hydraulic motor according to a vehicle speed difference when going down a slope in the hydraulic drive vehicle traveling with tires and to provide its control method. SOLUTION: This speed control device for the hydraulic drive vehicle is provided with the variable displacement hydraulic motor for varying the speed of the hydraulic drive vehicle, a motor tilt rolling angle control mechanism for varying the volume of the variable displacement hydraulic motor, a vehicle speed sensor detecting the speed of the hydraulic drive vehicle, and a control means finding the difference between the vehicle speed received from the vehicle speed sensor and the limiting speed of the set vehicle speed, controlling the motor tipping angle control mechanism according to the vehicle speed difference, and obtaining the prescribed volume of the hydraulic motor.
