PROBLEM TO BE SOLVED: To provide an apparatus for wiping a cylinder and forming a coating film thereon, whereby dirt or fats and oils causative of pinholes and deposited on the cylinder can be completely wiped off and then a coating agent such as a photosensitive material can be uniformly applied to the cylinder to form a good coating film. SOLUTION: The apparatus has a cylinder chuck and rotation means, a traveling stand, a mobile bracket, and a wiping head and a coating head arranged along the central axis direction of the cylinder. While the cylinder is rotating, the wiping head wipes the cylinder from its one end to the other and then the coating head coats the cylinder from its one end to the other to form a coating film, the rotation of the cylinder being continue until the coating film dries. The wiping head causes the tape of a wiping cloth to run and to contact with and slide over the cylinder rotating at the bay section of the bracket, thus wiping off dirt or fats and oils deposited on the cylinder. The coating head causes the upper end of a coating tube, which is higher than an overflowing liquid-receiving vessel, to approach the under side of one end of the cylinder, supplies a coating liquid such as a photosensitive agent in such a state as not to cause pulsation of flow rate change to coat the cylinder spirally without forming gaps, and recovers the coating liquid not applied and flowing out.
