PROBLEM TO BE SOLVED: To provide a heated toilet seat and a heated toilet seat device, reduced in the quantity of radiated heat when it is not used so as to prevent energy loss due to negligence of closing a toilet seat cover. SOLUTION: This heated toilet seat 1 includes: a hollow toilet seat body 11; a gas contractile chamber 12 expanded by supply of air in the non-seated state and contracted to make the inner surfaces closely adhere to each other by evacuation in the seated state; a radiator 20 composed of a thermal storage material 21 disposed to come into contact with the back of a seated surface 18 of the toilet seat body 11 through the gas contractile chamber 12 when the gas contractile chamber 12 is contracted and disposed in contact with the surface of the thermal storage material 21 opposite to the gas contractile chamber 12 side; and an air supply and discharge means 4 for supplying and discharging the air to and from the gas contractile chamber 12. The toilet seat body 11 is provided with a temperature sensor 7 for detecting the seated surface temperature, and the air supply and discharge means 4 is controlled so that the seated surface temperature detected by the temperature sensor 7 is constant.
