<P>PROBLEM TO BE SOLVED: To prevent a service point system which is usable at a plurality of stores from issuing dishonored points. <P>SOLUTION: When a user 50 who uses a service point card specifies movement from generated service points to common service points, a control part 16 compares the amount corresponding to the common service points with an amount stored in a reserve account 26. When the former is less, the control part 16 subtracts the moved service points from a generated point storage part 10 and adds them to a common point storage part 12. Further, the amount corresponding to the service points is moved from the reserve account 26 to a determined money account 28.
