PROBLEM TO BE SOLVED: To provide a communication method in which a communication between users in a closed region can be supported simply by utilizing a utilization management method in the closed region, when an environment in which residents can live comfortably without anxiety in the closed region is imparted by the utilization management method. SOLUTION: The location information of the user in the region is managed previously on the basis of information treated in the case of a certification when the entering or leaving of anyone in any division in the region is managed by the utilization management method in the region through the certification, and the present division is retrieved from the location information and a connection for a call processing to a communication terminal in the present division is conducted when there is a specified call requirement to the user in the region.
