PROBLEM TO BE SOLVED: To provide a winding-up and towing machine liftable with a power by an auxiliary power input device fitted to a manual chain block, allowing a manpower load to be lowered, a working time to be shortened, and also a minute adjustment by manual operation to be performed with a furnished hand chain. SOLUTION: This winding-up and towing machine comprises a transmission plate 16 engaged with the drive member 10 of the manual winding-up and towing machine and transmitting a power, a first input shaft 18 connected to the transmission plate 16 so that the power can be transmitted therebetween and engaged with a power means 26, and a second input shaft 21 connected to the first input shaft 18 through step-up gears 19a and 19b and engaged with the power means 26.
