PROBLEM TO BE SOLVED: To enable regulation of orientation of a spanker to an optimum with simple operation and remarkably improve workability including frequent regulation. SOLUTION: A spanker regulating means X is loaded on a the stern end of a small fishing boat and constituted in a manner to regulate variation of a spanker, stretched such that a longitudinal attitude is taken and orientation of a spanker 1 stretched such that a longitudinal sail attitude is taken between upper and lower sail booms 3 (31, 32) overhung with a mast 2 made into a rotary axis, through running rig operation. A fixed length cord 41 the nodule end of which is the tip part (leg end) of the lower sail boom 32 is situated in a binding state through a pulley 42 as a direction is changed and extended. Roll is carried out and it becomes so that a reel structure running rope means 6 may be located in the middle of a round trip pathway 4 and a cord 41 may pass, rotation operation of the running rig means 6 is carried out, and by reciprocally varying cord lengths of both sides between lower sail boom 32 and running rig means 6 (a winding drum body 61), the lower sail boom 32 is revolved and orientation of a spanker 1 is varied and regulated, and so constituted steering mechanism is provided.
