PROBLEM TO BE SOLVED: To prevent theft by the updating of software or the replacement or remodeling of terminals. SOLUTION: This engine controller comprises: a program for effecting fuel injection control and ignition control by collating a security code set in the engine controller against a security code outputted from a device for generating the security codes; the device for generating the security codes; and a communication circuit for transmitting and receiving the security codes. Consistency is checked among a flag indicating whether or not there is the program to effect the fuel injection control and the ignition control through the collating of the security codes, the device for generating the security codes to determine if a vehicle is adapted to theft prevention measures, and the communication circuit for transmitting and receiving the security codes.
