PROBLEM TO BE SOLVED: To obtain a hair-bleaching agent and an oxidation hair dye each of which hardly gives an irritating smell, scarcely irritates scalps, and hardly gives a load to hair. SOLUTION: The hair-bleaching agent comprising the first agent containing an alkali agent and the second agent containing an oxidizing agent as a main ingredient is characterized in that the first agent contains 0.2 to 6 wt. % of ammonia and 0.1 to 20 wt. % of monoethanolamine hydrochloride and has a pH value of 8 to 12. The oxidation hair dye comprising the first agent containing at least one selected from oxidation dyes and direct dyes and an alkali agent and the second agent containing an oxidizing agent as a main ingredient is characterized in that the first agent contains 0.2 to 6 wt. % of ammonia and 0.1 to 20 wt. % of monoethanolamine hydrochloride and has a pH value of 8 to 12.
