PROBLEM TO BE SOLVED: To provide a moving image recording and reproducing apparatus which enables a user to recognize that a recorded moving image cannot be correctly reproduced when recording an image having a large change in motion. SOLUTION: The moving image recording and reproducing apparatus includes an amount-of-change-in-motion judging unit. When a lack of information increases when recording the image having a large amount of change in motion and it is decided that the recorded image cannot be correctly reproduced, an alarm for informing a user that the recorded moving image cannot be correctly reproduced is displayed on a display unit.
