PROBLEM TO BE SOLVED: To exactly recognize the positions up to respective points within map information from a point where a person exists currently without carrying out large-scale measurement. SOLUTION: A map information forming means 96 forms the map information by magnifying, reducing and rotating map reference data. A display area information forming means 97 calculates the weights (ΔX,ΔY) of the distance per pixel of the display area and the inclinationθof the pole of the map reference data from the measurement data on the magnification/reduction ratiosα1 andα2, rotating directionβand two points A and B of the map reference data. As a result, in which pixels the positioning data from a GPS (Global Positioning System) receiver 5 exists is calculated as the position data and further, where the arcuate boundary line existing at the determined equal distances from the position data is situated is also calculated.
