PROBLEM TO BE SOLVED: To provide a glow plug where a ceramic heater cannot be easily broken and an improved value for pull strength for a metal outer cylinder can be secured even if the ceramic heater having a small diameter is used. SOLUTION: A glass layer 21' is formed (processes 1/2) to cover the outer periphery surface of a ceramic substrate 13 in the ceramic heater 1. The outer periphery surface of the formed glass surface 21' is subjected to roughening treatment by an alkali treatment liquid TS, and a scatter recess 21p is formed on the outer periphery surface of a glass layer 21 (process 3). Then, a metal outer cylinder 3 is arranged so that the outer periphery surface of the glass layer 21 subjected to roughening treatment is surrounded, and a brazing material is filled into a gap between the inner periphery surface of the metal outer cylinder 3 and the outer periphery surface of the glass layer 21 to form a brazing material layer 22.
