<P>PROBLEM TO BE SOLVED: To perform power control for swiftly canceling out fluctuations even if the fluctuation in optical output power arises when a no signal state continues, and not to erroneously operate even when a no signal state lasts for a long time in an optical transmitter for performing the optical transmission of burst digital signals. <P>SOLUTION: An inverted signal (bar Q) of an input signal (Q) is generated and the two signals are supplied with gains, respectively. A first LD5 is driven by a current in accordance with the gain supplied input signal, and a second LD8 is driven by a current in accordance with the gain supplied inverted signal. At this time, a light signal output from the first LD5 is transmitted and optical output power from the first LD5 and the second LD8 are monitored respectively at a time.
