<P>PROBLEM TO BE SOLVED: To provide a system and a method for creating a production plan which can create an optimum production plan by minimizing stocks in process by carrying out destacking according to whether facilities are bottleneck facilities. <P>SOLUTION: When buckets in one-day units which exceed the production capacity of facilities are present after a stacking process for the setting production timing of products in respective production facilities is carried out, a capacity preferential allocating process is carried out on condition that the buckets in one-day units correspond to the bottleneck facilities, but when not, a delivery-peroid preferential allocating process is carried out. In the capacity preferential allocatingprocess, respective production orders are reallocated according to restriction-considered earliest startable time and then a first postponing process in which a delivery period is observed and a second postponing process in which delivery delay is allowed are carried out to perform destacking. In the delivery-period preferential allocating process, destacking of one or more of a foward spending process, an alternative transfer process, the 1st postponing process, and the second postponing process is carried out.
