PROBLEM TO BE SOLVED: To manually open or close a closing element irrespective of the condition of an electric motor. SOLUTION: A shutter curtain 8 is wound by the rotation of a winding pipe 7 and a tube motor 3 serving as a drive source is provided inside the winding pipe 7. A clutch mechanism 10 is provided between the tube motor 3 and a winding wheel 5a. When an operator pulls a wire cable 15 the clutch mechanism 10 is disconnected from the tube motor 3. The shutter curtain 8 can be easily opened by the winding force of a winding spring 9. Even if the tube motor 3 fails while the shutter curtain 8 is wound, the shutter curtain 8 can be extended from the winding pipe 8 by disconnecting the clutch mechanism 10, and the tube motor 3 inside it can be easily replaced.
