PROBLEM TO BE SOLVED: To manufacture a beautiful concrete fair-face finish type precast concrete plate. SOLUTION: A form 6 is arranged on a bottom plate A for arranging the proper number of holes 5 in a required position. A mat layer 7 being a member layer for a form pattern for arranging a hole 8 in the same position as the holes 5 is formed in the form 6 on the bottom plate A. A plastic cap P being a conical member is arranged in the hole 8. When forming an opening part in a PC plate 1, a window opening frame W1 is screw-fastened to the mat layer 7 by using the holes 5 and 8, concrete is placed in the form 6 after performing required bar arrangement in the form 6, and a concrete body part 2 is formed so that the PC plate 1 having a surface of a concrete fair-face finish type is manufactured.
