PROBLEM TO BE SOLVED: To provide a developing device which realizes low cost and torque reduction, heat generation of which is suppressed, and with which a stable image development can be done, and an image forming apparatus using the device. SOLUTION: The developing device 10A is provided with a developing container 10 for housing developer and a developer carrier 1A provided in the developing container 10 and retaining and carrying the developer 2 by electrostatic force, and forms a developer image by visualizing an electrostatic latent image formed on the image carrier 101 by the developer carried to the developing range by the developer carrier 1A. The developer carrier 1A is provided with a fixed developing member 1b and a magnetic field generating means 1a integrated in the developingmember 1b which is able to be freely rotated. By rotating the magnetic field generating means 1a, the developer 2 is drawn up from the developer containing part 10a onto the developing member 1b and the developer 2 is moved on the developing member 1b and is transferred to the developing area .
