PROBLEM TO BE SOLVED: To solve such a problem with the sealing of an envelope and a paper bag that, when the envelope and a paper bag are sealed, an adhesive tape R is cut out for use with a tape cutter but the tape cannot be cut to an accurate dimension, thus causing an error by combining the tape cutter with a scale and cutting the tape after measuring the length of the tape extracted from the tape cutter with the scale so that the tape can be generally accurately cut out and a sealing operation can be neatly, rapidly, and attractively performed. SOLUTION: The tape measure type scale 2 is assembled on the left inner side of the tape cutter 1, and the scale 3 is extracted from a scale extraction port 6. A tape extraction target projection 7 is fitted to the tip of the scale 3. The scale 3 is extracted from the scale extraction port 6 by an amount equal to the length of the cut tape. The adhesive tape used is extracted to the tape extraction target projection 7 at the tip of the scale 3 and the tape is cut out. Namely, the tape cutter 1 is combined with the scale 3.
