<P>PROBLEM TO BE SOLVED: To execute authentication without making bio information open to a third party (an authentication center) in authenticating a user by the bio information. <P>SOLUTION: In the electric settlement system for identifying a person by fingerprint recognition, a user is identified without the fingerprint information of the user to be revealed to a retailer or the authentication center. Thus, a portable telephone storing a fingerprint identifying device registers a fingerprint of the user beforehand, and when the fingerprint the user has inputted coincides with fingerprint collation, a bar-code specific to the user which a settlement management site has issued is displayed on the display of the portable telephone. The retailer makes settlement by reading this bar-code with a POS scanner, transmitting the read bar-code to the settlement management site, and receiving the authentication of the user.
